Unfortunately, one probably can. Is it legal? I don’t know. I received offers like that by e-mail.

No, it’s not legal. For controlled substances, like Xanax and Valium, it’s actually a felony, which carries a prison sentence. For non controlled substances, it’s a crime, but there’s less enforcement because they’re not violating DEA regulations.
They frequently do not send you the medication you order when it’s a controlled substance. In one case, a few years ago, the FDA shut down over 50 pharmacies that were distributing Haldol, an extremely potent and dangerous antipsychotic to people who ordered things like Xanax or Ambien.
